I'm sorry but saying Biden has provoked a massacre in Bucha is just plain wrong. Those atrocities likely took place well before Biden made his speech. They also reduce Putin's agency in this and ignores his past atrocities in Chechnya, Syria and on the Russian people at Beslan and the siege at the theatre. Putin was going to massacre people regardless of what Biden says.
