The “I don’t meant to be rude…” is another one I had forgot about. I hear that a few times in England. I agree with your assessment of its use.

I used to say apparently a lot as well. Exactly the same as you, it was when I was unsure of something, and didn’t want to be crititcised if I was wrong. Funny how these little things creep into our everyday lives!
