Why don't Canada and the States enact a Single Market a la the Single Market in the EU?

That way you get the benefits of a merger without the need for an invasion. Obviously, a hypothetical point at this stage, and one that's unlikely to happen anytime soon. But, it would give both parties a huge economic edge if they did.
